据相关媒体报道，4月17日， 在西藏康区米雅东南部（今划入中国四川省的西藏地区“甘孜藏族自治州九龙县”），洛嘎和他的妻子玉措遭中共当局任意任意关押。

据悉，当天下午，九龙县地方警察闯入洛嘎家，不说明任何理由，强行带走了洛嘎和玉措夫妇。他们遭捕的原因疑似是他们与境外亲人有联系，但是没有人知道他们被捕的原因以及目前的状况，令家人和亲友为他们的人生安全十分担忧。

据悉，洛嘎36岁，玉措30岁，他们有一个14岁的孩子。

一位藏人在西藏安多地区阿坝麦哇（目前并入中国四川省的西藏地区“阿坝藏族羌族自治州”阿坝县）格尔登寺附近中共的派出所前自焚。

据悉，在阿坝县格尔登寺附近的派出所前面以自焚抗议中共对西藏高压政策的藏人名叫扎彭（བཀྲ་ཕུན་） ，81岁，今阿坝县麦尔玛乡人。因烧伤严重，不久后逝世。

消息说，去年扎彭在过80岁生日时说过，在达赖喇嘛尊者的领导下，西藏将一定会有重获自由和幸福的时候，并鼓励境内的年轻人不要因为目前处在中共的高压统治下而对西藏的未来失去希望。

在 1959 年 3 月 10 日西藏民族起义 63 周年到来之际，国际声援西藏运动表示声援西藏人民争取自由的壮举。

1959年3月10日，西藏人民举旗反抗中共国的占领，拉开了藏民族为重获失去的自由而长期艰难斗争的序幕。63年过去了，西藏的局势更加恶化。根据人权组织自由之家于 2022 年 2 月 24 日发布的人权状况排名，西藏是地球上自由度最低的国家，与南苏丹和叙利亚并列。

63年过去了，即使西藏处在中共的占领和高压统治下，西藏人民对达赖喇嘛尊者及其所代表的价值观的崇敬和忠诚并没有能消弱，从中可以看出西藏人民向中国政府发出了一个强烈的信息。达赖喇嘛尊者在面对巨大的挑战，始终坚持把非暴力的原则作为西藏争取自由的路径。尊者的价值观和远景继续激励着国际声援西藏运动以及全世界所有崇尚非暴力运动团体和个人。

近期，乌克兰危机和乌克兰人民的困境也引起了国际社会的高度关切。像藏民族一样，乌克兰人民的生存正面临着一个人口更多、势力更大的邻居的直接攻击和威胁。我们对乌克兰人民表示坚定的声援，并觉得全世界爱好和平的人民应该支持他们。

1949年中共国派兵入侵军西藏，当时国际社会未能支持西藏人民。73年后的今天，西藏问题远未解决。自 2010 年以来，达赖喇嘛的特使与中国领导层之间未能进行过对话。

我们敦促国际社会积极支持西藏人民和平争取自由和人权的事业。我们呼吁中国政府，一定要明白，与达赖喇嘛尊者或他的代表谈判，便是使西藏问题彻底得到解决的唯一的途径。

在西藏出生长大的新一代藏人没有生活在被中共占领之前的西藏的亲身经历，但这些年轻人以西藏的语言、文化、传统和宗教信仰为荣，而这些都是中国政府不断打压和攻击的目标。

时至3 月 10 日纪念日之际，我们声援境内西藏人追求自由和真理的英勇行为。

曲珍（ཆོས་སྒྲོན）于2 月 13 日被中共在西藏康区类乌齐县的相关部门的人员强行带走，至今下落不明。

据悉，曲珍是一名大学生，就读于中国成都的西南民族大学。这次寒假期见，她在类乌齐县乡下的村里向家乡的学童教过藏文。

据消息人士对相关媒体说的话，中国官方对曲珍和家人没有说明拘留她的原因。她的家人猜想可能是她在寒假期给村里的孩子们教藏语可能这个原因。 家人特担心曲珍的安全，因为她被失踪已多日，为界对她被关押在哪里以及目前健康状况等一无所知。

 2021年9月1日，中国在西藏的学校正式实施新的教育政策，从幼儿园到高中，中文为各级学校的官方教学语言，实际上好多学校里连藏语文都没有。

以下是包括国际西藏运动在内的 243 个非政府组织的联合声明，呼吁各国政府外交抵制2022 年北京冬奥会以及就人权问题采取行动。

来自世界各地的243个非政府组织今天表示，2022北京冬奥会的开幕背景，将会是中国政府犯下的暴虐罪行和其他严重侵犯人权行为。这些团体吁请各国政府通过外交手段抵制定于2022年2月4日开幕的冬奥会，并敦促运动员和赞助商不要合法化政府侵犯人权的行为。

人权观察中国部主任索菲・理查森（Sophie Richardson）表示：“在主办国政府犯下了多项违反国际法的严重罪行之际，冬奥怎有能像国际奥林匹克委会所称的那样，成为一股‘善的力量’。”

在习近平主席的领导下，中国当局对维吾尔人、藏人、少数民族和各独立宗教团体的信教群众实施了大规模的迫害。对人权活动者、女权主义者、律师、记者和其他人士的压迫，则导致独立的公民社会荡然无存。中国政府违反国际法，瓦解了香港曾经充满活力的公民社会，扩大科技监控范围，大幅剥夺言论、结社与和平集会的权利，并容许使用强迫劳动。

中国当局还还策划复杂的跨国镇压行动，持续威胁海外侨民社区的成员、公众人物和中国境外的公司。

“在北京举办冬奥会向世界发送了一个讯息，即习近平政府是正常的，” 中国人权捍卫者网络（Chinese Human Rights Defenders）执行长任磊（Renee Xia）说。“当世界合理化这样的人权侵害现况，受害者要站出来抗议不公就更难了。”

自2015年中国政府取得2022年冬奥会举办权以来，非政府组织和媒体机构记录了大量中国当局严重侵犯人权的行为，包括：

在新疆（维吾尔地区）将数百万维吾尔族和其他突厥裔族群体任意拘禁、施加酷刑和强迫劳动；

严重破坏香港的独立媒体、民主机构和法治；

使用高科技监控系统，使当局能够追踪和不公平起诉和平行为，包括在微信和其他应用程序转传的批评言论；

起诉代表弱势团体行使言论自由、和平集会和结社权利的人士，包括律师许志永和丁家喜、公民记者张展、西藏僧侣作家果・喜饶嘉措（Go Sherab Gyatso），及隶属“长沙富能”集团的公共卫生活动人士；以及

任意拘禁、酷刑拷打、强迫失踪人权捍卫者，包括高智晟和郭飞雄。

“奥运会的壮观场面掩盖不了种族灭绝，” 维吾尔人权项目（Uyghur Human Rights Project）执行主任乌麦尔・卡纳特（Omer Kanat）说。“很难理解竟有人觉得今年在北京表彰国际友谊和‘奥林匹克价值观’是可能的。”

国际奥林匹克委员会（国际奥委会）表示，2017年宣布的人权义务不适用于2022年冬奥会。呼吁抵制的团体指出，国际奥委会无视中国证据确凿的侵犯人权行为，没有遵守《联合国工商企业业与人权指导原则》的规定，展开应有的人权尽职调查。

此外，国际奥委会显然对宣称过的人权承诺毫不在意。国际奥委会主席巴赫（Thomas Bach）参加了中国政府的一项宣传活动，活动旨在洗白三届奥运会选手彭帅提出的性侵指控。国际奥委会一直不愿与终止维吾尔强迫劳动联盟（End Uyghur Forced Labor）会面,并让其成员穿着由一家据可靠来源指称使用强迫劳动的公司所制作的制服。

“国际奥委会声称体育和政治不能混为一谈，但利用2008年北京奥运会图谋自己的政治利益的国家正是中国政府，” 国际声援西藏运动（International Campaign for Tibet）副主席布琼・次仁（Bhuchung K. Tsering）表示。“居于西藏的西藏人冒着风险向世人揭露这件事，但国际奥委会恍若未闻。即将到来的北京冬奥会是一个独特的机会，国际奥委会和各国政府可以借此赋予他们的运动员发声的权力，向中国当局施压，要求其遵守国际规则。”

奥林匹克全球合作伙伴赞助商——Airbnb、阿里巴巴、安联（Allianz）、阿托斯（Atos）、普利斯通（Bridgestone）、可口可乐（Coca-Cola）、英特尔（Intel）、欧米茄（Omega）、松下电器（Panasonic）、宝洁（P&G）、三星（Samsung）、丰田（Toyota）和Visa——也没有履行他们的人权尽职调查责任。这些企业没有对其赞助将造成或助长侵犯人权行为的公众关切作出有意义的回应，也没有说明是否已经采取行动以减轻侵犯人权的行为。呼吁抵制的团体表示，赞助商应立即公开其人权尽职调查策略，或解释未能展开人权评估的原因。

面对中国政府侵犯人权的行为，澳大利亚、加拿大、日本、立陶宛、英国和美国等国政府皆已宣布外交抵制北京冬运会。他们不会派高级官员——这是奥运会的历届传统——参加开幕式或闭幕式。各国政府无论是否参加外交抵制，都应该利用这个机会除了支持参加冬奥会的运动员，也须展现对中国各地的人权捍卫者的具体援助。

中国人权（Human Rights in China）执行主任谭竞嫦（Sharon Hom）表示：“我们敦促各国政府向正在狱中或被拘禁的人权捍卫者发出支持的讯息，他们正为倡导改革、捍卫他人权利，或仅因讨论如何增进中国公民社会付出巨大代价。”

呼吁抵制的团体表示，参加北京冬奥会的国家面临一系列人权风险。国际奥委会明令禁止运动员在奥运领奖台上公开表达对中国人权问题的看法，而中国当局对批评人士的报复令世界各地的运动员产生寒蝉效应。中国政府以和平批评为由任意拘禁外国人，例如瑞典出版商桂民海，进一步限制了言论自由。奥运会运动员、教练和后勤人员也可能受到无处不在的国家监控，特别是透过数位通信。

“抱持奥林匹克理想的运动员不应该在无所不在的监视、言论或信仰自由的压制，以及不安全的人权环境中参加冬奥会，” 对华援助协会（ChinaAid）主席傅希秋说。

世界各地观看冬奥会的观众可以发挥积极的作用：提升对中国人权环境的了解，采取各种行动，小至购买非强迫劳动制造的产品，大至促请本国政府对犯下极严重国际罪行的中国政府官员展开究责。民众可以促请工商企业签署终止维吾尔强迫劳动联盟的行动呼吁。

“中国政府实施暴虐罪行且不受制裁，这项残酷的现实应能迫使国际奥委会、赞助商和其他与冬奥会有关的机构质疑，本次奥运会是否将合法化严重暴行，并任其延续下去，” 世界维吾尔代表大会（World Uyghur Congress）主席多里坤・艾沙（Dolkun Isa）说。“没有人想看到同样的奥运会再度上演。”
